Carlos Bell Joins Waggoner as Emergency Services Manager
Waggoner Engineering, Inc. (Waggoner) is pleased to announce that Carlos Bell has joined the firm as Emergency Services Manager and will be located in their office in Gulfport, Mississippi. He will oversee services relating to hazard preparedness, mitigation, response, and recovery for clients across the Gulf Coast states.
Mr. Bell joins Waggoner with 10 years of emergency and project management experience. He previously served as an area coordinator for the Mississippi Emergency Management Agency, where his responsibilities included: coordination of coast-wide severe weather training; development of federal, state and local plans, protocols, and procedures to support emergency management preparedness, response and recovery; and coordination of the release of information on disaster assistance programs and operations to local, state, and congressional representatives.

Mr. Bell received his B.S. in education from William Carey University and his M.S. in project management from Colorado Technical University. He has completed the National Integrated Management Systems and Incident Command Systems Training through the Federal Emergency Management Agency. Both of these programs are standardized emergency management approaches used by all levels of government, as well as by many nongovernmental organizations and the private sector. Mr. Bell is also a 2010 graduate of the Mississippi Economic Council’s Leadership Mississippi Program.
