Historic Jackson Street District Enhancement Ridgeland, Mississippi
Since the spring of 2008, residents and visitors have been enjoying the pedestrianfriendly streets, community plaza, restaurants and shops now found in the revived Historic Jackson Street District in Ridgeland, Mississippi. Waggoner Engineering, Inc. helped the City of Ridgeland transform the town’s hub into a space for businesses to thrive and families to gather.

The Historic Jackson Street District project presented multiple challenges, including a nearby railroad corridor and concerns about safety in creating essential parking and an environment welcoming to pedestrians. The outcome has transformed the area, and the district is now an important part of Ridgeland's future - both for economic development and for community growth.
Ridgeland, a city of 24,000 people north of Mississippi's capitol, relied on Waggoner Engineering for more than 98 percent of the professional services for the project. Waggoner's services included planning, conceptual design, topographic surveying, design, right-of-way and permit application services, bidding and construction phase services, and other related services.
A major challenge was that the historic renewal district was divided by an active railroad. The property along the railroad was an unsightly and unkempt boundary area unsuitable for pedestrians, with steep drainage ravines that posed safety hazards, and with overhead and underground utilities that made these conditions difficult to remedy.
The solution – the City of Ridgeland, the landowners and tenants, and Waggoner Engineering, Inc. realized an opportunity to convert these railroad boundary areas into useful and beneficial space that could accommodate multiple uses in keeping with the District: community gathering, parking, sidewalks, benches, landscaping, as well as the essential safety barrier to the active railroad.

Site Preparation for the Nissan Manufacturing Facility Canton, Mississippi
The initial beginnings of what became the “Nissan Project” started several years before Nissan. Waggoner assisted the State of Mississippi with marketing this site in Madison County, Mississippi for initiatives with names like Project Cougar, Bluebell, Longspur just to name a few of the most recent. As fate would have it, on Thursday November 9, 2000, Mississippi’s hard work paid off, and Nissan officials along with Gov. Ronnie Musgrove, announced that Nissan would build an auto manufacturing plant in Madison County, Mississippi. Waggoner played a key role in developing plans to bring this major economic project to the State of Mississippi.

Nissan’s auto assembly plant was a $1.2 billion investment. It is capable of producing 400,000 vehicles a year, including trucks, SUV’s, sedans, and minivans. The current employment figure exceeds 3,600 Mississippians. As an incentive to Nissan, Mississippi vested over $350 million in bonds for the infrastructure improvements. Of the improvements in transportation, utility and site preparation, Waggoner played a major role, serving as prime engineering consultant for over $80 million of infrastructure improvements.
Commencing in December of 2000, Waggoner was responsible for Overall Project Management of the Site Development of the 1,700-acre Nissan site and for providing Nissan with an improved site and building pad by April 1, 2001, and incredibly compressed 18-week schedule. Waggoner's role included the design and coordination for the 100 acre building pad including grading design for 3.5 million yards of fill material, drainage of the building pad, clearing & demolition plans, pollution prevention plans, and property acquisitioning support for the site and improvements. The design was completed on a "Fast Track" schedule on time and on budget. During an incredible 18 week period, Waggoner and partners produced 3 project design packages, bid, awarded and constructed over $40 million worth of site development improvements to allow the commencement of Nissan's building construction. As a testament to the design quality, construction was completed on time and on budget.
