Digital Mapping & Geographic Information Systems
Comprehensive on-call system knowledge, in a geospatial framework, has become absolutely essential to state and local governments. Over the years, Waggoner has developed innovative solutions using Geographic Information Systems and other forms of remote sensing and digital mapping, including light detecting aerial radar (LIDAR) technology. We put that perspective to work for our public and private clients, drawing upon the specialized services of our strategic partners and customizing our approach for each client’s unique needs.
Waggoner is an experienced program manager for digital mapping initiatives. For example, Waggoner (as managing member of Mississippi Geographic Information, LLC) is under contract to Mississippi Department of Environmental Quality to produce new digital flood insurance rate maps (DFIRMs) for each county in the State of Mississippi. For this statewide mapping program, as well as for local governments in other Southeastern states, we are combining digital terrain models with engineering hydrologic and hydraulic analysis to map flood hazards, all within the framework of a Geographic Information System that can be turned over to the local governments for ongoing use and application.
Mississippi Digital Earth Model (MDEM) Project Mississippi Department of Environmental Quality
Under the umbrella of the Mississippi Coordinating Council for Remote Sensing and Geographic Information Systems (GIS Council), Mississippi Department of Environmental Quality is implementing a partially funded mapping initiative to build the Mississippi Digital Earth Model (MDEM). This statewide digital land model comprises GIS thematic layers for geodetic control and digital orthoimagery as well as digital elevation model and contours, hydrography, transportation, government boundaries, and property ownership (cadastral) data. MDEQ has authorized multiple data development activities under this contract. As a separate but related initiative, the contract also supports production of updated Digital Flood Insurance Rate Maps (DFIRM). Mississippi Geographic Information, LLC (MGI) serves as the State’s technical contractor to perform the work. Waggoner is the managing team member of MGI.

The Mississippi Flood Map Modernization Initiative is the State of Mississippi’s contribution to FEMA’s nationwide Map Modernization Program. Mississippi Department of Environmental Quality and Mississippi Emergency Management Agency have collaborated to lead this Cooperating Technical State effort. Mississippi Geographic Information, LLC (MGI) serves as the State’s technical contractor to perform the work. Waggoner is the managing team member of MGI.
