Nissan Water & Wastewater Infrastructure Improvements Canton Municipal Utilities
When the State of Mississippi was vying for the chance to host the Nissan Auto Assembly Plant in the summer of the year 2000, the Mississippi Development Authority relied on the services of Waggoner Engineering, Inc. to support their efforts competing with other prospective sites around the country.

By the time Nissan announced their decision to locate near the City of Canton in Madison County, Mississippi, Canton Municipal Utilities was already making plans for the utility infrastructure that would be necessary to serve the Nissan facility.
The new infrastructure needed to serve Nissan with utilities included an elevated water tank, 13 miles of water mains, 3 water wells, 5 miles of gravity collector sewer, a pumping station, 12 miles of force main, a 4 mgd wastewater treatment plant, and gas service lines.
CMU retained Waggoner to serve as prime design consultant on the Nissan infrastructure improvements. Waggoner assembled a diverse team of consultants in order to be able to meet the demanding project schedule requirements. Waggoner managed a large and diverse team, marshalling scarce resources to complete a program of improvements that stretched over 20 miles and included local, state, and federal funding.
Waggoner also served as construction phase engineer for CMU, monitoring for quality construction and for schedule compliance to enable CMU to mend its commitments to the State of Mississippi and to Nissan.

DeSoto County Regional Utility Authority Short Fork Wastewater Treatment Facility DeSoto County, Mississippi
Faced with findings by the Mississippi Department of Environmental Quality that the majority of streams were environmentally impaired and in serious need of relief, compounded by the rapid population growth occurring throughout the county, the leadership of DeSoto County needed a plan to balance these critical factors in maintaining quality of life for its citizens. Out of this need came the initial phase of the DeSoto County Regional Wastewater Program that represents years of planning and construction through a combined effort of multiple political, public and private entities to accomplish one overall goal - to provide effective and efficient wastewater treatment for the current and future citizens of the fastest growing County in the state and 39th fastest growing in the nation with a population of more than 130,000. With the increased growth came increased infrastructure demands with many existing facilities being at capacity once construction was completed.

The master and implementation plan developed by EAI/WEI, LLC and managed by the DeSoto County Regional Utility Authority (DCRUA) has now become a reality with the construction of the initial phases of the system. This effort could serve as a model for other areas given the same challenges and environmental conditions. In fact, members of the implementation team has been recently contacted by members of the Governor's Commission for Katrina Recovery with inquiries for it's consideration of using the DeSoto program as a model for its effort along the Gulf Coast.
The overall program estimated at more than $100 million consists of two main treatment facilities strategically located with a proposed ultimate capacity of over 20 million gallons per day and large diameter pipelines of more than 100 miles in length. The plan also includes outlines for implementation of the many institutional elements necessary to sustain a public infrastructure improvements program of this magnitude. A creative approach of this plan called for the extensive development and use of cutting edge mapping technology by using LIDAR (airborne laser surveying) mapping along with digital orthophotography and digital land parcel mapping and ownership database. All of this data was consolidated into a seamless GIS system that the county utilizes and maintains today for comprehensive county planning. This program in DeSoto County was used as a prototype for the statewide mapping program known as Mississippi Digital Elevation Model (MDEM) today.
A unique factor of this project is the partnering with the U.S. Army Corps of Engineers (USACE) in implementing portions of the program with federal funding. Public environmental infrastructure is a new arena of construction administration for the USACE. The DeSoto County program is considered a pilot project by the USACE due to its uniqueness in implementation strategy of combining a non-federal initiative with federal funding. The USACE hopes to build on its knowledge of the DeSoto County program to provide assistance to other areas with the same conditions.
EAI/WEI, LLC continues to have a large role in planning and helping to implement key milestones of the program considered necessary by DCRUA. Their knowledge and experience of working with and combining the efforts of multiple jurisdictions have proven invaluable in accomplishing the goals and objectives of DeSoto County.
