From 1993 until 2004, Waggoner Engineering, Inc. performed large-scale digital mapping using light detecting aerial radar (LIDAR) technology. This method of aerial laser terrain mapping (ALTM) collects data for large tracts of land from an aircraft and then uses complex computational methods to transform that raw data into detailed ground models. In 2004, Waggoner decided to outsource the data collection and processing functions of ALTM to strategic partner firms.

Today, Waggoner (as managing partner in Mississippi Geographics, Inc.) is using this strategic partnering business model to contract with Mississippi Department of Environmental Quality and with FEMA to produce a digital earth model of each county in the State of Mississippi. One component of this effort is the updating of the FEMA FIRM floodplain maps to a digital form for counties. This effort involves the combination of digital earth models, application of sound hydraulic engineering and hydrology, and a collaborative public input and stakeholder process.
