JACKSON, Miss. – October 11, 2021 – Waggoner Engineering, Inc., a full-service economic development, planning, program management, and engineering firm, is happy to announce the addition of Georgia Collier-Bolling as a Community Development Block Grant (CDBG) and FEMA Client Account Manager, and Deadra Hughes as a Senior Project Manager with the firm’s Utility division.
Collier-Bolling has 25 years of combined experience in disaster recovery and regulatory matters, including extensive knowledge of federal grant program implementation, accounting, and grants administration compliance oversight for various clients. She has also practiced and implemented programmatic and fiscal compliance guidelines under eight areas of the Federal Code of Regulations.
“I, as well as Charna, have worked closely with Georgia in New Orleans since 2008, and we feel fortunate to have her join our team,” said Anthony Brister, Senior VP of Operations, South. “She is a disaster recovery professional in a variety of areas. In addition, Georgia has many relationships at various levels of federal, state, and local governments in the southeast.”
She holds a Bachelor of Business Administration in Accounting from Jarvis Christian College and a Master of Science in Accountancy from the University of Phoenix-Baton Rouge. She also holds certifications from HUD OneCPD.
Hughes has over 25 years of experience in the chemical and power industries, including project and data management, budgeting, and reporting.

Before joining Waggoner, Hughes served as a senior project manager for Entergy’s Nuclear Division in Port Gibson, MS. She was responsible for project execution, including monitoring project schedules, work assignments, budgets, & workforce expenditures, among other duties. She also created a site and project COVID-19 plan for the 2020 outage.
Hughes worked as a project engineer for Linde Engineering North America and a project development leader and senior project specialist for Dow Chemical Company.
Hughes holds a Bachelor of Science in Mechanical Engineering from Mississippi State University and a Bachelor of Science in Mathematics from Jackson State University. She also has an Associate Certificate in Project Management from George Washington University.
