In 2018 Waggoner assisted JMAA in determining highest and best use options for development of 800 acres of undeveloped property at the Jackson-Medgar Wiley Evers International Airport in Jackson, Mississippi.

Preparation
Waggoner prepared a Best Use Analysis, including identifying constraints and infrastructure requirements, evaluating compatibility with surrounding land uses, and sketch ups of potential land use scenarios, for both aviation and non-aviation land uses.
Waggoner then prepared Land Use Development Concepts to illustrate general types and densities of buildings and facilities, along with required infrastructure improvements to serve potential development. This plan will be used as a technical resource to facilitate marketing the land to developers and ultimately increase revenues for JMAA.
