Capitol Complex Improvement District Master Plan

A Waggoner-led team was selected by the Mississippi Department of Finance and Administration (MDFA) in September 2018 to create a master plan for improvements to public infrastructure within a defined area of Jackson designated by the Mississippi Legislature as the Capitol Complex Improvement District (CCID). The CCID boundaries were drawn to capture most of the city’s state-owned properties and facilities, and many of Jackson’s major institutions and civic and cultural assets are contained within the district.
The team of engineers, architects and other professionals developed a master plan that inventoried and assessed the condition of existing infrastructure within the CCID, engaged major stakeholders in a series of one-on-one meetings to determine critical needs, and provided a prioritized, fiscally constrained list of projects that MDFA could administer within a five-year timeframe.

Adopting the Plan
After the team’s findings and plan recommendations were presented to MDFA and the Project Advisory Committee, seven projects worth approximately $17.2 million were chosen and adopted for the final master plan.
The CCID Master Plan, which was adopted in March 2019, is currently being implemented and is reviewed annually by MDFA for progress.
