DeSoto County partnered with Waggoner in 1998 to begin a strategic program with master planning for a consolidated county-wide wastewater system. Since then, Waggoner has assisted the DeSoto County Regional Utility Authority (DCRUA) with legislative support for the formation of a regional utility authority, federal and state funding assistance, facilities planning, NEPA compliance and permitting, engineering design, right-of-way surveys, and construction administration and review.

Strategic Impacts
Waggoner’s Strategic Services team has assisted DCRUA in securing more than $125 million in funding resources and has achieved ongoing federal funding through the US Congress and the US Army Corps of Engineers. Funding successes have resulted in the implementation of two new regional wastewater treatment facilities in addition to sewer interceptor pipelines, force mains, and pumping stations serving five municipalities. Waggoner continues to provide planning, design, construction administration, and strategic support services for DCRUA.
The DeSoto County Regional Utility Authority project demonstrates Waggoner’s experience in developing and implementing a complex, multi-system, multi-phase, environmentally compliant regional wastewater system.
