State of Mississippi
The signing into law of the unprecedented Gulf of Mexico Energy Security Act (GOMESA) created an opportunity for the State of Mississippi and its neighbor offshore energy-producing states to share in royalties from revenues generated through federal oil and
gas leases on the Outer Continental Shelf. In 2016, Waggoner was chosen to help develop of a comprehensive framework to define how Mississippi would allocate its share of these funds under the GOMESA Phase II Program.
The Vision
The intent and vision of the Mississippi GOMESA Phase II Program is to provide effective, responsive, and meaningful planning, implementation, and support for ecological, physical, and economic restoration efforts and for the Program to work seamlessly with existing coastal programs and initiatives to ensure a comprehensive and cohesive restored and a resilient Gulf Coast economy and environment.
