The initial beginnings of what became the Nissan Project started several years before Nissan arrived in Mississippi. Waggoner assisted the state with marketing this site in Madison County through initiatives with names like Project Cougar, Bluebell, and Longspur. On November 9, 2000,

Nissan officials along with Governor Ronnie Musgrove announced that Nissan would build an auto manufacturing plant in Madison County, Mississippi. Waggoner played a key role in developing plans to bring this major economic project to the state.

A $1.2 billion investment, Nissan’s auto assembly plant is capable of producing 400,000 vehicles a year including trucks, SUVs, sedans, and minivans and employing over 3,600 Mississippians. Mississippi invested over $350 million in bonds for infrastructure improvements as an incentive to Nissan. Waggoner served as prime engineering consultant for over $80 million of infrastructure improvements in transportation, utility and site preparation.

The Process

Starting in December of 2000, Waggoner was responsible for overall project management of the development of the 1,700-acre site and for providing Nissan with an improved site and building pad by April 1, 2001—a tightly compressed 18-week schedule. Waggoner’s role spanned the design and coordination for the 100-acre building pad, including grading design for 3.5 million yards of fill material, drainage of the building pad, clearing & demolition plans, pollution prevention plans, and property acquisition support for the site and improvements. The design was completed on a “Fast Track” schedule on time and on budget: Waggoner and partners produced 3 project design packages and bid, awarded and constructed over $40 million worth of site development improvements so Nissan’s building construction could begin. Design quality enabled construction to be completed on time and on budget.
