Waggoner provided initial route location surveys in support of environmental assessment and route selection. Upon receipt of environmental approvals, the County proceeded to design and construction, where Waggoner provided surveys from start to finish.

Located in Rankin County is another five-mile, four-lane boulevard connecting I-20 in Brandon to MS 25 (Lakeland Drive) in Flowood, running along the east side of the Jackson-Medgar Wiley Evers International Airport. Waggoner provided full-service survey services to support the initial Route Evaluation and Environmental Assessment, as well as detailed design, right-of-way acquisition, and construction completion.
