Original cost estimates for the improvements—a staggering $800M over ten years. Waggoner helped the City reduce the cost to around $400M over a longer 17.5 year schedule, making it easier for Jackson to comply. As Program Manager, Waggoner is helping the city develop and implement numerous projects to rehabilitate Jackson’s wastewater collection and transmission systems, update aging treatment facilities, and enhance efficiency through Capacity, Management, Operations and Maintenance (CMOM) programs.
